Applications within South Downs National Park area from 1 April 2012
Please note that applications within the SDNP area deemed valid from 1 April 2012 will be registered on the SDNPA system and dealt with according to that authority's procedures which may differ from those of EHDC.
Changes to Transport Contributions
From 1 April 2012 East Hampshire District Council will apply the Hampshire County Council Transport Contributions Policy. The District Council will seek contributions from developers in accordance with the policy on all new development.

Pre-application advice guidance and revised fees
From 1 April 2012 revised fees for pre-application advice will come into effect. A copy of the document can be viewed below.
Public Access
Changes to our planning pages and consultation process will enhance the online planning application service.
Public Access will provide the ability to track planning applications, receive updates by emai and receive notifications of new applications from Monday 3rd October 2011.
Customers do not need to register on the site to make comments but if they wish to track applications, it will be necessary to complete the short registration process and will allow users to create a profile.

Developer contribution administration charges
Please note that there will be an inflationary increase in developer contribution administration fees from 1 August 2011 and the revised fees will be payable from that date.
South Downs National Park
On 1 April 2011 the South Downs National Park Authority (SDNPA) will take on its full responsibilities and become the planning authority for the area within its boundary. This includes approximately half the East Hampshire District Council area.
From that date, for an agreed timescale, the Head of Planning Services at East Hampshire District Council will be authorised to act for the SDNPA in processing and deciding the majority of planning applications on its behalf. Major and more significant applications will be dealt with by the national park authority.
This Council’s Planning Applications Local Requirements (January 2011), which sets out the supporting information required to be submitted with an application, will still be relevant and should be referred to when submitting all applications.
You should be aware that, given the timescales for deciding planning applications (i e eight weeks for non-majors and thirteen weeks for majors), it is possible that some applications submitted from now will be determined after 1 April 2011 by the SDNPA
Revised Local Planning Application Requirements
Following a public consultation exercise and approval by Councillors, a revised Local Requirements document came into effect on 4 January 2011.
The revised document (see bottom of page) gives comprehesive information on details required to be submitted with the various types of application, with links to documents and websites to clarify details.
Increases in charges for planning services
Please be aware that there will be an increase in fees for pre-application advice and other services from January 2011.
Revision to charges for developer contributions from 1 January 2011
Charges for developer contributions will increase from 1 January 2011 to reflect the increase in VAT to 20%.

Draft revised validation of planning applications document
The District Council has produced a draft revised Planning Application Local Requirements document.
This advice note sets out in detail the level of information that will be required to be submitted with the different types of development application and can be viewed here
The document, together with any amendments, was reported to the South Planning Committee on the 2 December 2010 and the North Planning Committee on the 16 December 2010, to seek formal adoption of the document by the Council.
South Downs National Park designation
The new South Downs National Park designation took effect at one minute past midnight on 31 March 2010, removing the Area of Outstanding Natural Beauty from 1 April 2010.
This is the tenth National Park to be designated.
The new National Park Authority now has a year to prepare for being fully operational in April 2011, including becoming the statutory Planning and Access Authority.

The Town and Country Planning (Fees for Applications and Deemed Applications) (Amendment) (England) Regulations 2010
On 26 February 2010, fees for amendments to planning applications came into effect:
Application for non-material changes to planning permissions:
- Householder: £25
- All other cases: £170
Application for a replacement planning permission subject to a new time limit (extension of time):
Increase in VAT for developer contribution fees from 1 January 2010
With effect from 1 January 2010, VAT payable on the administration fee for developer contributions has returned to 17.5% in line with the standard rate.

Additional application forms
On 1 October 2009, two new application forms were introduced.
- non-material amendments to planning permissions.
- applications to extend the life of planning permissions and any associated conservation area or listed building consent
Both forms are available in paper form only but it is intended that they will become integrated into the Planning Portal online application service in April 2010.

Speaking at planning committee
We now have a scheme that allows people to address the council’s Planning Committee on particular applications where they have submitted comments in writing within the publicised date and where that application is to be determined by the Planning Committee.
